Project Description:  

The Risser Justice Center is a post-tension concrete building with a brick and stone façade, and was originally designed according to the LEED (Leadership in Energy and Environmental Design) pilot program criteria, prior to an established certification system. Groundbreaking for this building occurred October 1999. Designed by HSR Associates, this facility was built and completed by J. P. Cullen in October 2001. The State of Wisconsin took ownership of the property in August 2001.

The gross square footage of the Risser Justice Center is 280,000, occupying 38,423 square feet of ground area. It is an eight-story, state-of-the art office building which includes an additional four levels of underground parking. The Justice Center houses the State Law Library and other administrative offices on the Capitol Square in downtown Madison. A utility/pedestrian tunnel runs underground from the Justice Center to the State Capitol, also serving as an informational pipeline between the two facilities.
